November 27, 2013

For immediate release

2M Research Services, LLC, headquartered in Arlington, Texas, received a $527,000 contract award from the U.S. Department of Agriculture (USDA) Food and Nutrition Service Division (FNS). 2M will collect survey data from a nationally representative sample of public school food authorities (SFAs) and all Child Nutrition State Agencies in each of the 50 states to address current policy issues related to the Special Nutrition Programs. The school-based Child Nutrition Programs operate in every state in the nation and represent an annual investment of over $12 billion of Federal funds. These programs include the National School Lunch Program (NSLP), School Breakfast Program (SBP), Fresh Fruit and Vegetable Program (FFVP), Food Distribution Program (FDP), and the Special Milk Program (SMP).

The Food and Nutrition Service Division has three major objectives for this study:

  1.  To provide general descriptive data on Child Nutrition Program characteristics in order to inform the budget and policy processes and to answer commonly asked questions about topics such as meal prices charged and number of school districts using food service management companies;
  2.  To provide data in the area of program administration in order to inform the preparation of program regulations, the management of resources, and potential changes in reporting requirements; and
  3.  To provide data to inform FNS about aspects of program operations that could be improved by training or technical assistance.

Dr. Jim Murdoch, 2M’s Vice President of Statistical Sciences & Senior Economist, will serve as the Project Director for this 15-month study, and Mathematica Policy Research will serve as 2M’s subcontractor.
